Vehicles and Parking

Parking and operating a motor vehicle on the University of Mount Saint Vincent campus is a privilege. It is the individual’s responsibility to ensure that his or her vehicle is parked and operated in compliance with all University regulations. The acceptance of parking privileges and the presence of any vehicle on campus represents the motorist’s agreement that the University is in no way liable for personal injury, death, damage, lost or stolen parts or contents within the vehicle.

Parking Permits
All students, faculty, and staff wishing to park on campus must register their motor vehicles with the Office of Campus Safety and Security and obtain a parking permit. Permits are for specific parking lots, but do not guarantee a specific parking space in that lot. Parking permits must be hung from the driver’s center mirror. The permit is designed to be left in place and is not in violation of any New York State motor vehicle laws.

Please note: If students are not taking Summer courses, they must return the parking permit to the Office of Campus Safety and Security after the Spring semester.

Lost permits will be replaced at a cost of $25.

Graduate and continuing education students are permitted to park on River Road, in Rosary Lot, and in the Library Lot between 4:30 PM to 10 PM. Permit holders must park in the Villa Lot at all other times.

Resident student spaces are as indicated in the “Designated Parking Areas” section. Parking spaces in residence hall lots (Alumnae/Mastronardi, Spellman, Marillac) are issued based on class status, with seniors receiving first priority (juniors, seniors, and graduate students) in a lottery system.

Annual permits are valid for a full academic year: Fall and Spring semesters, Winter Intersession, and Summer Sessions.

Fines
Campus regulations subject to a Notice of Violation are listed below. The University reserves the right to note additional violations in the comments section of the Notice of Violation as determined by the issuing officer.

Fines must be paid within 10 business days of issuance of the violation to the Student Accounts office in Founders Hall 233.

Appeals
Appeals may be made in the Office of Campus Safety and Security, Maloney Center Room 1, Monday through Friday, 9 AM to 3:30 PM. Appeals must be made within 10 business days of the date of issuance of the violation and must be addressed to the Director or Assistant Director of Campus Safety and Security. Notices of violation for parking in a fire lane or a fine hydrant zone cannot be appealed.

How to Obtain a Parking Permit

Faculty and Staff
There is no fee for faculty and staff to park on campus. Faculty and staff must report to the Office of Campus Safety and Security to complete a vehicle registration form and be issued a parking permit. Faculty and staff must present a valid driver’s license, vehicle registration, and insurance card when registering their vehicles on campus.

Students
All commuter students, juniors, seniors, Accelerated BS in Nursing, and graduate students are eligible to park on campus. In order to receive a parking pass, a student must complete the vehicle registration form, pay the appropriate fee, and upload the required documentation to Self-Service.

Required documents for a student parking permit:

  • Completed Vehicle Registration Form
  • Driver’s license
  • Vehicle registration
  • Insurance card
  • Receipt of parking permit fee from Student Accounts
    • To purchase your parking permit online, log into the Self-Service portal, select the “student tab,” choose the “make a payment” option, then “parking permit”

All of these documents need to be uploaded through the Self-Service portal. To access the portal:

  • Log in using your student ID number and PIN
  • Select the “student” tab
  • Select “upload document files”

Please fill out the form and choose the file to upload. Make sure that the file is listed and once you have completed select “submit.” Repeat this step for each document you need to send.

Once all your documentation is completed, please schedule an appointment to pick up your pass using the link sent in a Dolphinet email to those eligible for a parking permit.

Regulations

Parking and traffic regulations apply to faculty, staff, students, and visitors and are in effect 24-hours a day, seven days a week, and 365 days a year. Vehicles in violation of any of the following regulations are subject to ticketing, booting, and/or towing at the owner’s expense.

  • First-year resident students are not permitted to have vehicles on campus.
  • Parking on University property is permitted for UMSV business only.
  • Non-availability of space in specific lots does not excuse illegal or improper parking. Authorized alternatives should be sought in other lots.
  • Parking is permitted in marked parking spaces only, one vehicle per parking space. You must park between the lines.
  • The speed limit on campus is 15 miles per hour.
  • All traffic regulation signs must be obeyed; this includes stop signs, yield signs, and one-way signs.
  • Fire lanes are installed to ensure proper access to fire apparatus in case of any emergency. Parking in these areas will result in ticketing or towing.
  • Signs and markings are provided in the interest of safety and effective parking management. Removal or damage of any signs is illegal. Perpetrators are subject to arrest and prosecution.
  • Parking in residence hall lots without the proper residence hall permit will result in ticketing or towing.
  • Parking permits are not transferable. Usage of a permit is only authorized for the original purchaser and their registered vehicle.
  • Vehicles in violation of parking regulations may be booted or towed at the owner’s expense. Permit holders with excessive unpaid tickets are subject to booting and towing and may lose their University parking privileges.
  • Students with unpaid parking tickets are subject to holds being placed on their records, transcripts, grades, and/or diplomas.
  • Residents’ overnight guests must be registered with the Office of Housing and Residence Life. Upon receipt of an approved overnight guest pass by the Office of Housing and Residence Life, Security will provide parking for residents’ overnight guests. Parking passes can be obtained at the Security/Main Booth or in the Office of Campus Safety and Security between 8:30 AM to 4:30 PM, Monday through Friday. Guest vehicle passes are limited to two nights, and guests must park their vehicles in the Villa Lot. Residents’ guests are subject to all University parking and traffic regulations.
  • In the event of a snow emergency, all efforts will be made to notify permit holders to move their vehicles in a timely manner. Failure to remove the vehicle will result in a fine or being towed.
  • The University reserves the right to use permit parking areas for special events to the exclusion of permit holders. In the event of limited parking in resident lots, vehicles must be parked in Villa Lot.
  • Disabled vehicles must be reported to the Office of Campus Safety and Security. Permission may be obtained from the Director or Assistant Director of Campus Safety and Security to leave the vehicle on campus for a limited period of time. Unreported disabled vehicles will be towed.

  • Alumnae/Mastronardi Lot—resident student spaces
  • Castle Road—visitors only
  • Founders Hall Road—parking for handicap permits, facilities, deliveries, and Sisters of Charity
  • Les Gras—Sisters of Charity and their employees
  • Ely Hall—Parking for Sisters of Charity
  • Library Lot—faculty and staff, space permitting; graduate and continuing education students can park in this lot between 4:30 PM to 7:30 AM, Monday through Friday
  • Marillac Lot—resident student spaces
  • Peter Jay Sharp Athletic and Recreation Center—faculty and staff, athletics-leased vehicles, and visitors to athletics; student parking is not permissible
  • River Road—faculty and staff, from Maryvale to Rosary Lot; graduate and continuing education students can park in this lot between 4:30 PM to 7:30 AM, Monday through Friday
  • Rosary Lot—faculty and staff, space permitting; graduate and continuing education students can park in this lot between 4:30 PM to 10 PM, Monday through Friday
  • Seton Lot—Administrators and Admissions guest
  • Spellman Lot—resident student spaces
  • Villa Lot—students, faculty, employees, visitors, and designated Sisters of Charity spots
